Airport Management and Business Services
SAIC used Organizational Development/Strategic Planning / Ventana Group Systems and CASEwise tools to automate OD efforts when designing and documenting process engineering/development initiatives. These tools offered an end-to-end evaluation, which assisted in choosing best solutions. Group Systems was used to conduct focus groups, program reviews, SWOT analysis, and designing strategic communication plan.

Competitive Commercial Wargaming
SAIC's Center for Gaming Excellence provides high quality, efficient, and thought provoking games. We have over two decades of gaming experience for a diversity of clients ranging from major commercial software corporations, to the Chief of Staff of the United States Air Force (USAF), to the Office of the Secretary of Defense. The Center has been an innovator in the design and execution of the USAF's Title X wargames.

The Center has also been deeply involved with the evolution of both the Global Engagement series and the Aerospace Future Capabilities games.

SAIC offers proven ability to support a game from initial design to execution. With a staff possessing extensive experience, we are successful in working with clients to set useful, realistic, and achievable objectives. Once those objectives are defined, credible and challenging scenarios that span the full spectrum of operations around the world are developed. These scenarios support the game objectives, and are crafted in such a way as to assist in illuminating specific issues or concepts the client wishes to explore.

Modeling and Simulation
SAIC's experience includes the design, development, testing and deployment of models and simulation in support of national airspace and airport analysis studies.

Our deployed models are scalable allowing them to address national airspace problems and more detailed local airspace, runway, terminal, and gate analysis issues in a consistent fashion.

These models have been used to analyze multi-modal transportation problems, including air, railway, highways, pipeline, and waterways.

The Operational Multi-scale Environment Model with Grid Adaptivity (OMEGA) is an advanced atmospheric simulation system with a highly flexible grid structure. As an aviation application, OMEGA improved ceiling, visibility, and wind forecasting enhancing terminal operations and runway utilization. In addition, it offers enhanced hurricane forecasting.

SAIC's Consequences Assessment Tool Set (CATS), can predict damage, and assess the consequences resulting from a technological or natural hazard/disaster.

Success Stories

Illinois Department of Transportation
SAIC helped the Illinois Department of Transportation develop multi-level business performance measures on processes serving over 6,000 employees. Based upon the success of this development, SAIC continues to support ongoing implementation of learning and growth objectives, and process improvement initiatives.

Air Combat Command
SAIC supported the government-led HQ ACC process reengineering effort, directly resulting in the selection of ACC as the Outstanding Command of the Year and winner of the Air Force Productivity Award for Professional Excellence for 1999 by HQ USAF.

Air Force Directorate of Strategic Planning
For AF/XPX, SAIC supported the development and implementation of a strategic planning process, and was instrumental in the articulation of a strategic plan ensuring the U.S. Air Force defines its objectives, meeting 21st Century national defense needs. SAIC also developed strategies and products tying planning to resource allocation, and measured the initiatives' success.

Department of the Navy
SAIC assisted the Navy's aircraft carrier maintenance workforce by enhancing their Knowledge Sharing Networks. We validated their work to date, embedding a system of knowledge capture and reuse into their network for a continuous process improvement approach. These improvements resulted in cost savings, reduction in cycle times and improved customer satisfaction.

United States Air Force
SAIC was enlisted to assist the United States Air Force in conducting the Global Engagement V (GE V) wargame. The objective was to explore the operational concepts and force structures that deny or degrade an adversary's strategic depth and that can accelerate conflict termination.

SAIC planned, designed, and hosted the workshops and seminars that examined these concepts. We executed the wargame, captured event data, and authored the final game report, which captured the insights from the game. SAIC's wargaming techniques provided insights into the true nature of the problems and clear options as to how to face those challenges.

Department of Transportation (DOT)
SAIC used our 21st Century Transportation (21ST) Model to evaluate the TWA strike impact in April 1999. This considered a day of flights within the continental U.S., and predicted strike impact for airports, airport-pairs, and airlines. This data demonstrated to DOT how national airspace models can be used to provide guidance to the President on the impact of alternative courses of action by the federal government.
