Marsha Young is considered a "trusted advisor" who provides insights for cybersecurity planning and remediation for health and life sciences corporations.

As a vice president with SAIC's Cybersecurity Program Development office, Young consults and develops health IT, data privacy and security solutions and alliances.

With a deep understanding of federal regulatory protections for personally identifiable information and protected health information, and technical knowledge of cybersecurity challenges, Young provides technological solutions that enable compliance and shore up cybersecurity.

As a trusted advisor, Young reviews security program goals and progress for health and life sciences commercial companies, and assists C-suite executives with planning activities to reduce threat exposure, loss of intellectual property, reputation damage and privacy breach violations with a particular emphasis on cybersecurity over mere compliance.

Young has more than 34 years of federal government experience in the Social Security Administration (SSA) and the Centers for Medicare and Medicaid Services and eight years of consulting experience with the Department of Homeland Security's Critical Infrastructure Protection programs and with security programs for the National Institutes of Health, National Cancer Institute (NCI) and with private sector life sciences corporations.

Her executive and professional experience has focused on information technology policy and management. Before retiring from the federal government as a senior executive, she served as SSA's first full-time chief information officer. She managed one of the President's OMB e-government initiatives in 2003 that focused on automating access to state-held birth and death records. She managed the $7 billion budget and administrative management support for SSA's full field office structure of more than 1,350 offices and 45,000 people.

Young has served as a privacy and security policy subject matter expert with the Data Sharing and Intellectual Capital Workspace, a virtual stakeholder community, for the National Cancer Institute-sponsored cancer Biomedical Informatics Grid (caBIG®). At NCI she also served as the program manager for the Enterprise Security Program for the National Cancer Institute, supporting the NCI Chief Information Officer.

She has received numerous awards for her service in the community, including the Secretary of HHS Distinguished Service Award, multiple SES and the Presidential Rank SES Award. Young is a member of organizations including Phi Delta Phi Legal Honors Fraternity, American Health Law Association, American Bar Association and the Maryland State Bar Association.

Young earned a bachelor of arts in English education and paralegal studies from the University of Maryland. She is also a graduate of the University of Maryland School of Law and is licensed to practice law by the State of Maryland.
