Operational Biosurveillance: A Watchdog for Biothreats

SAIC's Biosurveillance Common Operating Network (BCON) is a comprehensive biological surveillance system built for the Department of Homeland Security (DHS). It is an early warning system to inform senior leaders regarding natural disease outbreaks, accidental or intentional uses of biological agents, and emergent biohazards. The system integrates information from across multiple biological domains including human, animal, plant, water and air. In addition, it fuses structured data with textual information, thus providing a knowledge base for decision makers within DHS and partner organizations. The system provides capabilities that support all areas of biosurveillance, including planning/advance warning, preparation for pandemic, and response during an event.

Emergency Response: Enhancing Speed and Precision via Information Sharing

Emergency managers at all levels of government have invested millions to improve how they plan for, protect against, respond to and recover from emergencies and disasters, but they still cannot share information with the world outside the application or jurisdiction. Unified Incident Command and Decision Support (UICDS) changes this, enhancing information-sharing and decision-support to millions of emergency response personnel and across the thousands of jurisdictions nationwide. A standards-based middleware framework, UICDS exposes selected data from commercial and government external applications and provides common situational awareness for all participating emergency personnel. UICDS is scalable — from a large city or state to a single computer, or smart phone. To date, more than 200 companies, universities, and government technology providers use UICDS.

Cargo Security: Enhancing Security and Facilitating Commerce

Customs, military, and other security-oriented organizations worldwide use SAIC's VACIS® products to detect illicit items hidden inside vehicles and cargo containers. VACIS was designed with both commerce and security in mind. Patented technologies enable VACIS systems to take up less space and enable greater throughput than competing products. Trained operators can detect more contraband without interrupting the normal flow of traffic. The latest VACIS innovations include the All-Terrain VACIS, mounted on a commercial four-wheel drive vehicle; the VACIS IP6500 integrated railcar inspection system; and "FullScan," a technology enabling roofto- pavement, bumper-to-bumper scanning of moving vehicles without the need for drivers or passengers to exit. The All-Terrain VACIS imaging system is ideal for assisting inspection operations at temporary security checkpoints, border crossings, military bases, public facilities, special events, on streets and highways, and even in rugged, remote locations.

Net-Centric Threat Response: Sharing Actionable Intelligence

Today's high-security environment requires quick access to various data sources. Yet key systems may not share information with each other, or with newly developed applications. SAIC's Chemical, Biological, Radiological, Nuclear and Explosive (CBRNE) Service-Oriented Enterprise Framework (SOEF) integrates multiple applications to enable analysts, homeland security officials and civil agencies to create and share actionable intelligence related to CBRNE events, assess consequences, develop and evaluate courses of action and collaborate on a course of action. Using SAIC's nimble SOEF, domain knowledge and disciplined software engineering practice, Department of Defense and Homeland Security agencies can compile, filter and share information as actionable intelligence.

Critical Infrastructure and Cyber

With outfitted cyber labs to test, implement, and deploy bleeding edge solutions and contract vehicles into DISA, DHS, NSA, and the military, SAIC's platform and vendor agnostic approach drives our top tier leadership in cyber situational awareness, managed security, network operations, and certification and accreditation.

Cyber Supply Chain: Delivering Confidence in Risk Management

Confidence in the supply chains of integrated systems and the integrity of the people, processes and technology that comprise them is a national security imperative in a global economy. SAIC's technical excellence has made the company the dominant player in Common Criteria (CC) and Federal Information Processing Standard (FIPS) testing markets. With the acquisition of Atlan Labs Inc., SAIC became the largest supplier of testing, evaluation, auditing, and compliance. With extensive knowledge of CC and FIPS schemes, SAIC has developed a cyber supply chain assurance reference model that integrates both defense in depth and defense in breadth, applying security and risk management principles across the supply chain.

Cyber Event Management: Characterizing and Mitigating Cyber Attacks

The detect, diagnose, and remediate (D2R) platform is a ready-to-deploy system to detect, diagnose and respond to cyber incidents in an efficient and timely manner. SAIC and industry leaders Guidance Software, HBGary and Core Securities have teamed to address the current gap in capabilities, providing a solution that will quickly characterize a cyber attack, rapidly diagnose the vector, and respond with a mitigating action which ultimately remediates the vulnerability. SAIC's solution is proactive, actively scanning systems in an enclave to detect deviations from security standards.

Cyber Wargaming: Providing Critical Insight via Synthetic Environments

SAIC is combining its modeling and simulation expertise with its cyber professional workforce to develop an advanced Cyberspace war-gaming capability. This effort extends SAIC's work as the lead architect and integrator for OneSAF®, the Army's solution to its wargaming needs. The high-fidelity simulation of systems, networked devices, network users, and network attackers can be used to assess critical system vulnerabilities, train operators and users, and provide a real-world context for exercises and planning purposes.

Cyber Training and Certification: Comprehensive Preparedness to Protect and Defend

SAIC's CyberNEXS is a totally new concept in cyber training, competition and certification. Live, realistic, and available from anywhere, CyberNEXS prepares system administrators and students with the tools and skills they need to effectively protect and defend critical information technology systems against today's real-world threats. CyberNEXS is a fully functioning network, with servers and desktops, switches and routers, firewalls and IDSs. The heart of the system is the ScoreBot, which measures performance on a minute-by-minute basis. The challenge is to harden the systems assigned, and then thwart actual cyber attacks while maintaining critical services. This service can be delivered over the Internet, providing flexibility and scalability.
