Why Use Alliant?

Some of the key advantages for a federal agency to do business through the Alliant contract are listed below:

Scope of Support Provided

  • Alliant supports a very broad scope of work in any activity involving information technology (IT), especially in the areas of infrastructure services, applications services, and IT management.
  • In support of clients' emerging technology requirements, the U.S. General Services Administration (GSA) provides management, technical, and contractual assistance in any IT-related area.
  • Federal agencies also have the ability to use the Alliant contract through the Direct Order/Direct Bill (DO/DB) option, which allows for any warranted contracting officer to manage a task order over its lifecycle once they have been certified by the government's Alliant Program Management Office.
  • Alliant can be used to support multi-year programs. The period of performance for federal IT customers is not limited to one fiscal year, as is the case with many contract vehicles. GSA will initiate Alliant tasks for up to 10 years.
  • The Alliant contract allows federal customers to acquire any IT-related services that require labor and equipment. There are 80 different labor categories providing a broad range of IT services and additional ones may be added at the task order level.

Competition

The Alliant contract vehicle is a government-wide acquisition contract (GWAC) that has already gone through a full and open competitive procurement process to down select vendors who can meet the IT requirements of the federal government. New task order requests (TORs) for work to be done under Alliant are distributed to all Alliant contract holders for bidding.

Small Business Activity

SAIC has a long history as an effective supporter of small business. Working actively at both corporate and operational levels, SAIC includes all categories of all small firms in performance efforts. The Alliant contract requires that 50 percent of subcontracted dollars go to small businesses. Teammates included in the award and other small firms identified as having necessary capabilities will be involved in meeting implementation requirements as new TORs emerge and are evaluated for bid.

Contracting Alternatives

Federal agencies desiring to take advantage of the Alliant contract are authorized to use one of three alternatives, depending on their resources and preferences. These include support from the GSA regions, FEDSIM, or Direct Order/Direct Bill. GSA agencies can provide direct support to the federal agency, if desired, or that agency can utilize its own contracts team to support it under the Direct Order/Direct Bill model.
