The contract vehicle spans three major types of services:
- Management and Professional Support Services.
These services provide support, assistance, advice, or training for the efficient and effective management and operation of Department of Defense (DoD) organizations, activities, or systems. They are normally closely related to the basic responsibilities and mission of the using organization. This category includes efforts that support or contribute to improved organization or program management, logistics management, project monitoring and reporting, data collection, budgeting, accounting, auditing, and administrative and/or technical support for conferences and training programs.
- Studies, Analyses, and Evaluations.
These services are organized, analytical assessments and evaluations to understand and/or evaluate complex issues to improve developments, decision-making, management, or administration. These efforts result in documents containing data or leading to conclusions and/or recommendations. Databases, models, methodologies, and related software created in support of a study, analysis, or evaluation are to be considered part of the overall effort.
- Engineering and Technical Services.
These services take the form of advice, assistance, training, or hands-on training (that is direct assistance) necessary to maintain and operate fielded weapon systems, equipment, and components at design or required levels of effectiveness; this includes software when applicable. Engineering and technical services consist of: (1) contract field services (which are technical services provided on site at DoD locations by the trained and qualified engineers and technicians of commercial or industrial companies); (2) contract plant services; and (3) field service representatives. This category includes services used to support the system program office or manager during the acquisition cycle by providing such services as systems engineering and technical assistance (FAR 9.505-1 (b)).
CAAS III Labor Categories
A summary of the CAAS III Labor Categories includes:
Management: (Program Manager, Project Manager, Technical Manager)
- Program Manager:
Desired master's degree and practical experience as a program manager.
- Project Manager:
Desired bachelor's degree or demonstrated practical experience in the area(s) of expertise required by the task order, as well as a demonstrated capability in project management applications.
- Technical Manager:
Desired bachelor's degree or demonstrated technical experience in the area(s) of expertise required by the task order, as well as a demonstrated capability to organize and manage the technical facets of multidisciplined project tasks.
Analysts: (Operations Analysts, Logisticians, Program Analysts, Staff Analysts,)
- Operations Research Analyst:
Desired master's degree in operations research or a closely related field, such as computer science, engineering, business, mathematics, information systems, or management science, coupled with a bachelor's degree in computer science or a quantitative discipline, such as economics, mathematics, or statistics. Operations research analysts also must be able to think logically and work well with people and have good oral and written communication skills.
- Budget Analyst:
Desired bachelor's degree, in accounting, finance, business or public administration, economics, political science, or statistics. Candidates must have a minimum of two years experience in financial management, governmental accounting, financial reporting and, budgeting.
- Logistician:
Desired bachelor's degree or demonstrated knowledge of government regulations, manuals, technical orders, standards, and industry publications related to logistics support as required by a task order.
- Program Analyst:
- Level 1: Desired bachelor's degree in the area of expertise required by the task order, or demonstrated investigative, verbal and writing skills. Individual must be able to work independently or as a group member while addressing task order requirements.
- Level 2: Desired bachelor's degree in the area of expertise required by the task order, or demonstrated knowledge of project planning, mission needs, operational requirements, and system modernization planning. Individual must be able to work independently or in a group. Individual may also be required to be the principal investigator on portions of the task order requirements.
- Staff Analyst:
- Level l: Desired associate's degree in the area of expertise required by the task order, or demonstrated capability to support research and analysis assignments, as well as a working knowledge of analytical principles.
- Level 2: Desired bachelor's degree in the area of expertise required by the task order, or demonstrated comprehensive knowledge of analytical principles to support complex research and analysis assignments.
- Computer Systems Analyst:
- Level 1: Desired bachelor's degree in computer science, or a related technical discipline, or a demonstrated knowledge of government regulations, manuals, technical orders, standards, and industry publications that relate to computer/software applications.
- Level 2: Desired master's degree in computer science, or a related technical discipline, or a demonstrated knowledge of government regulations, manuals, technical orders, standards, and industry publications that relate to computer/software applications.
- Subject Matter Expert (SME):
Minimum of a bachelor's degree. This position requires a minimum of 10 years experience related subject matter. Performs as a recognized expert in specifications and/or utilization in given domain. Leads and contributes in the analysis, specifications, design, development and implementation/integration of requirements but is not necessarily the project leader.
Communications:
- Computer and Systems Manager:
Plan, coordinate, and direct research and design computer-related activities. Determine both technical and business goals in consultation with top management and make detailed plans for the accomplishment of these goals. Plan and coordinate activities such as installation and upgrading of hardware and software, programming and systems design, development of computer networks, and implementation of Internet and intranet sites.
- LAN Specialist:
- Level 1: Desired Associate's Degree in computer science or a related technical discipline and a working knowledge in network solutions, support services, requirements analysis, system design, and network systems administration on a variety of different networks and software products. Individual must know how to setup, configure, test, and troubleshoot issues on both new and existing local area networks LANs.
- Level 2: Desired bachelor's degree in computer science or a related technical discipline and a working knowledge of network analysis for LAN services; how to integrate computer solutions to meet user requirements; how to setup and configure a LAN, modems, bridges, routes, printer other peripherals, and troubleshoot system problems; and know how to install, configure, test, and resolve configurations on both new and existing LANs.
Engineering:
- Engineer:
bachelor's degree in an engineering discipline related to the requirements identified in the task order. In addition, the individual shall be knowledgeable of government regulations, manuals, technical orders, standards, and industry publications related to the discipline required to perform the work on the task order.
Support
- Administrative Specialist:
No degree is required for this category; however, the individual must demonstrate proficiency in general customer relations and administrative skills, which may include word processing, accounting, editing and filing.
- Instructor:
- Level 1: Desired bachelor's degree in a discipline related to the requirements identified in the task order, and/or a comprehensive demonstrated knowledge of the subject matter to be taught as identified in the task order, as well as course planning skills.
- Level 2: Desired master's degree in a discipline related to the requirements identified in the task order, and/or an expert knowledge of the subject matter to be taught as identified in the task order, as well as course planning/development skills, and knowledge of Air Force requirements as they pertain to acquisition and modernization planning applications.
