The CAAS IV labor categories listed below provides the minimum degree and experience requirements for each labor category. When a degree is specified, the Government will not accept a lower level degree. At a minimum, all Contractor personnel assigned to TOs under CAAS IV shall have either a high school diploma or a General Equivalency Diploma.

When a Contractor proposes a higher level degree than the minimum (or no degree requirement is stipulated) the following apply:

  • An Associate's Degree may be substituted for one (1) year of experience, e.g., a 15 year experience requirement may be satisfied by an Associate's Degree and 14 years of experience.
  • A Bachelor's Degree may be substituted for three (3) years of experience, e.g. a 15 year experience requirement may be satisfied by a Bachelor's Degree and 12 years of experience.
  • A Master's Degree may be substituted for five (5) years of experience, e.g. a 15 year experience requirement may be satisfied by a Master's Degree and 10 years of experience.
  • When there is no experience listed in the table in lieu of an educational requirement, the minimum degree listed is required. A Bachelor's degree is required in all Engineering disciplines. No experience substitute for a degree will be accepted.

The Government also reserves the right to create new labor categories during the course of CAAS IV to meet unforeseen mission requirements. Any new labor categories will be negotiated separately.

Outside the Continental United States (OCONUS) and overseas rates will be negotiated per applicable TO with the pre-established maximum allowable rates serving as the basis for negotiations.

Staff Analyst (Level 2) Associate's in area of expertise required by the TO or related discipline AND four (4) years of demonstrated comprehensive knowledge of analytical principles to support complex research and analysis requirements.

Computer Systems Analyst (Level 1) Associate's in area of expertise required by the TO or related discipline AND two (2) years of demonstrated capability to support research and analysis assignments AND a demonstrated working knowledge of analytical principles.

Operations Research Analyst Bachelor's in area of expertise required by the TO or related discipline AND four (4) years of experience in operations research or related field such as engineering, computer science, information systems, or management science AND four (4) years of experience in a quantitative discipline, such as economics, mathematics, or statistics AND demonstrated oral and written communication skills.

Instructor (Level 1) Associate's in area of expertise required by the TO or related discipline AND two (2) years of comprehensive demonstrated knowledge of the subject matter to be taught as identified in the TO AND demonstrated proficiency with course planning.
OR Three (3) years of comprehensive demonstrated knowledge of the subject matter to be taught as identified in the TO AND demonstrated proficiency with course planning.
Instructor (Level 2) Associate's in area of expertise required by the TO or related discipline AND five (5) years of (expert knowledge of) the subject matter to be taught as identified in the TO AND demonstrated course planning and development skills.
OR Six (6) years of (expert knowledge of) the subject matter to be taught as identified in the TO AND demonstrated course planning and development skills.
Scientist Bachelor's from an accredited school in area of expertise required by the TO or related discipline AND three (3) years of applicable experience required in the scientific field identified in the TO.
Contract Specialist Associate's in Business or Business-related discipline AND one (1) year of contracting experience AND recent and demonstrated breadth and depth of experience in managing and/or supporting DoD acquisitions AND demonstrated hands-on experience in all phases of acquisition.
Subject Matter Expert (Level 1) Bachelor's in area of expertise required by the TO or related discipline AND five (5) years of experience related to subject matter identified in the TO that demonstrates ability to perform as a recognized expert in specifications and/or utilization in given domain, lead and contributes in the analysis, specifications, design, development and implementation/integration of requirements and potential to serve as a project lead.
Subject Matter Expert (Level 2) Bachelor's in area of expertise required by the TO or related discipline AND twelve (12) years experience related to subject matter identified in the TO that demonstrates ability to perform as a senior level expert in specifications and/or utilization in given domain, lead and contributes in the analysis, specifications, design, development and implementation/integration of requirements and potential to serve as a project lead AND eight (8) years of demonstrated relevant experience in project and/or program management.
