The CIO-SP2i contract is a flexible and responsive contract vehicle that supports the requirements of recent legislation affecting IT acquisition. The contract is ideal for retaining technical control of programs and avoiding long and expensive procurements. The vehicle offers CIOs strategic, agency-level support, as well as project-oriented IT solutions. It is a multiple-award indefinite delivery/indefinite quantity (IDIQ) contract managed by the National Institutes of Health Information Technology Acquisition and Assessment Center (NITAAC). The contract was awarded under the provisions of the Federal Acquisition Streamlining Act (FASA), the Federal Acquisition Reform Act (FARA), and the Information Technology Management Reform Act (ITMRA). The contract is available for use by all government agencies for ten years commencing December, 2000. The contract offers a solutions based approach in ten task areas using firm fixed price (FFP), time and materials (T&M), cost plus fixed fee (CPFF), cost sharing (CS), or cost plus award fee (CPAF) contracting task orders.
