Overview
The ordering process utilizes a three-tier process for task order competition, as described in chart below. Contractors in lower tiers may compete for task orders in higher tiers. High tier contractors cannot compete in lower tiers unless they are the incumbents for the work. Incumbents are able to propose on any follow-on task order regardless of lifecycle value or tier.
