The Information Technology Acquisition Center (ITAC), within the Department of Homeland Security (DHS) Office of Procurement Operations (OPO), has established DHS department-wide contracts for Information Technology (IT) support services under the program name EAGLE (Enterprise Acquisition Gateway for Leading Edge Solutions). This acquisition establishes a suite of indefinite-delivery indefinite-quantity (IDIQ) contracts for IT support services to enable DHS business and program units to accomplish their mission objectives. The EAGLE contract is designed for ease-of-use, with no administrative fees applied by DHS, and will allow the Department to acquire IT solutions in five functional categories:

  • Infrastructure Engineering
  • Operations and Maintenance
  • Independent Verification and Validation
  • Software Development
  • Management Support Services
  • Support is intended to cover the full range of IT services, technical and management expertise, and solution-related enabling products in one or more of the functional categories. As identified in individual task orders, information technology solutions/capabilities will support DHS on a worldwide basis. Contractors shall furnish the necessary personnel, materials, equipment, facilities, travel, and other services required to satisfy the ordered IT capabilities and solutions.

    Two evaluation tracks have been established, including a small business set-aside track and an unrestricted track. The number of contract awards resulting from both unrestricted and small business set-aside tracks has been limited to a number sufficient to maintain competition for task orders. Contracts have been awarded to 25 highly qualified contractors that possess the capabilities and demonstrated experience to serve as prime contractors in one or more of the five functional service categories. DHS will award comparable small business contracts.

    The government carefully developed evaluation criteria to identify the most highly qualified offerors demonstrating the ability to provide, as a prime contractor, the full range of services envisioned in the respective functional categories being proposed. Task orders will be competitively awarded for the specific work to be conducted under these functional service category contracts. In the course of task order competitions, EAGLE prime contractors will be expected to establish the best solution (and team) for the specific task order requirements.

    The EAGLE program will strongly encourage teaming throughout the life of the contracts. By structuring the procurement in this manner, DHS strives to maintain task order-level competition for both prime and subcontractors.
