SERVICE TECHNOLOGY ALLIANCE RESOURCES (STARS) SYSTEMS MANAGEMENT AND INTEGRATION (SM/I)

Scope of Service: Under STARS, SAIC performed significant infrastructure engineering design, development, implementation, and integration, including concept development, planning, requirements definition and analysis, systems design and development, integration, implementation, and deployment. We also conducted technology forecasting and evaluation, performance engineering, and network convergence analysis and planning. For example, SAIC helped DHS design, develop, implement, and begin migration to a consolidated network (OneNetwork) to improve reliability and cost-savings, and streamline administration. We provided the full scope of infrastructure engineering for (1) the DHS Communications Network (DCN), the data communications backbone developed when DHS was established; (2) OneNetwork, the MPLS solution intended as the long-term consolidated infrastructure for DHS; and (3) ICENet, the first OE network to begin full migration to OneNetwork. In support of the DHS OCIO and DHS Infrastructure Transition Office (ITO), we also developed a cost-effective strategy to migrate all OEs to OneNetwork.

UNIFIED NASA INFORMATION TECHNOLOGY SERVICES (UNITeS)

Scope of Service: Data Center: SAIC runs the NDC (NASA Data Center), managing two centralized IBM mainframes and ~1200 midrange servers. We perform systems engineering, procurement, installation and testing, operations, systems administration, physical security, data security, disaster recovery, upgrades, and maintenance. We administer hardware and systems software, operating systems, compilers, database management systems, user recognition and account validation (user IDs), transaction management systems, switching systems, performance and utilization tracking systems, application libraries, system utilities, and other elements necessary for the operation of NASA's complex IT systems. Our NASA-wide mainframe host availability ranges from 99.5% to 100%, and NASA-wide midrange server availability ranges from 99.8% to 100%.

Our network data throughput averages 77 terrabytes per day and our hardware mean-time-to-repair (MTTR) performance across the agency is 1.2 hours. In addition to the "wire and iron" aspects of the NDC, SAIC manages its central documentation repository. This facility receives, stores, and distributes official NASA documentation, typically housing more than 600,000 technical documents and drawings. We maintain hard copy, microfiche and aperture card records, and approximately 4.2 million electronic files. SAIC also plans, directs, and transfers from paper to digital formats. We support Web-based submittal/distribution systems and help convert NASA systems to leverage Documentum® work flows and life cycles.
