ICE HSCETC-09-J-00018 Web Services, Law Enforcement Task Information Sharing Service (LEISS), and Service-Oriented Architecture (SOA) FC 4 09/29/09
Description/Experience

This task supports the DHS ICE System Development Division (SDD), Investigative Systems Branch (ISB), and DRO. The work was previously performed by SAIC under the Information Technology Engineering Support Services Task Order COW-5-D-0056 Task R. C.4 SPECIFIC TASKS C.4.1 Operations and Maintenance.

SAIC manages and maintains web services for the LEISS Student and Exchange Visitor Information System (SEVIS), Enterprise Alien Removals Module (EARM), and any new developments under this SOW. SAIC also identifies and corrects software performance and implementation failures. SAIC establishes and maintains a service-based infrastructure for SEVIS and EARM.

This includes but is not limited to: supporting services in WebSphere® (International Business Machines Corporation) or migrating, as directed, to other development environments, providing continued maintenance and updates to the services, creating or updating service lifecycle management documentation of the hardware and software architecture configuration and interfaces, and providing support and maintenance of the services.

SAIC continuously supports development efforts by providing the project management and development personnel with knowledge for information sharing regarding logical entity eXchange specification national information exchange model SOA and the web service development experience along with knowledge of the ICE SOA architecture. SAIC supports and manages current connections to federal state and local law enforcement agencies, work with OCIO OI and DRO to expand the consumer base of law enforcement agencies, help ensure information-sharing technologies and operational policies that are established by ICE and the law enforcement community, and provide additional web services or application software in support of the DHS and ICE information-sharing initiative as needed.

SAIC also coordinates regional feedback from both internal and external users to the ICE user community to improve the impact of information sharing. SAIC visits key sites of external users from the information-sharing communications to assess ICE DHS data rendered in their systems to offer and improve the quality of the data and its effectiveness for its internal user. SAIC supports growth of capabilities of the Alien Criminal Response Information Management System (ACRIMe) to the Law Enforcement Service Center (LESC) using LEISS, and integrates LEISS and Immigration and Custom Enforcements Pattern Analysis and Information Collection System (ICEPIC) capabilities with ACRIMe in support of the LESC to provide automated and rapid response to field requests for confirmation about suspects or detained personnel, and provides requirements analysis design development at all levels of testing and implementation support for the integration of LEISS with the ACRIMe system.

SAIC integrates the LEIS Service with the ACRIMe system and conducts a Capability Gap Analysis Study of Systems Integration and Information Sharing of Field Operations. SAIC conducts a Gap Analysis Study with the goal to provide a concept description for a baseline assessment to chart all information-sharing capabilities supporting technology gaps in coverage and plans processes techniques and procedures throughout the department and between interagency and international partners.

In addition, SAIC gathers key metrics for LEISS usage (internal and external to DHS), ICEPIC usage data ingestion and systems (hardware and services) monitoring. Lastly, SAIC develops reports that indicate performance measures of effectiveness, risks, vulnerabilities, systems up/down times (performance), usage etc., and provides requirements analysis, metrics analysis, design development, all levels of testing, and implementation support for the metric reporting for LEISS and ICEPIC usage.

ICE HSCETC-09-J-00026 Financial Reporting Repository (FRR) for Financial Data FC 4 09/25/09

The scope of this task order includes the full range of technical services required to sustain and enhance the Financial Reporting Repository (FRR) System, including design, development, integration, implementation, maintenance, and infrastructure support services. This FRR system will be enhanced to add additional financial data and reporting options for the government. The Communications Area Master Station Atlantic (CAMSLANT) mission is to provide rapid, reliable, and secure communications support and services to Coast Guard units and other government agencies throughout the world via commercial satellite, military satellite, Internet Protocol (IP) services, and high frequency (HF) radio.

SAIC provides engineering support to assist in the successful integration and support of DMS/Automated Message Handling System technologies using networking products/services such as Foundry, Brocade, SANS, KVM, CISCO, and 3COM at CAMSLANT. The task emphasis is on continued provision of messaging services and IP delivery to the cutter fleet while reducing the impact to both the command and its customers. This task order requires the following services to be provided at CAMSLANT:

  1. Serve as command representative at various working groups as assigned for this task.
  2. Working knowledge of network security concepts (firewalls- packet filter/proxy, virtual private network (VPN) concepts and products such as IDS UNIX and Windows® (Microsoft Corporation). Review proposals and make recommendations on integrating new IT systems into CAMSLANT's infrastructure.

SAIC enhanced information and computer and network security to protect the FAMS information and system resources in accordance with federal, Department of Homeland Security, and Transportation Security Administration regulations, policies, and mandates. SAIC assisted in the development and maintenance of C&A documentation, program management support and integration, oversight and coordination of initiatives, and investment management.

In addition, SAIC was responsible for IT security, systems engineering, and support. This support included, systems, development life cycle management; security-related configuration management, data, management, quality assurance, testing, and all services required to support the management of the FAMS technical security architecture. The results of the study provided a direct correlation to the HRIT OMB Exhibit 300 submission. The study yielded a cost baseline capturing the full cost of each project across their respective life cycles. Key deliverables were a Phase I Baseline Cost Analyses Report and a Phase II Final CBA Report.

SAIC designs develops and maintains a biosurveillance integration system that enables two-way flow of information integrating the areas of human, animal and plant health surveillance; environmental monitoring of air, agriculture, water, and food; and intelligence to achieve the following goals: enable early recognition, provide situational awareness to guide response, and work closely with federal agencies to provide real-time integration of biosurveillance data with threat information.

The system is bi-directional, taking sector-specific information from the relevant agencies and fusing it to provide more comprehensive situational awareness back to the agencies. The system employs an open architecture using off-the-shelf tools and is flexible enough to join disparate, underlying IT languages and technologies into a common operational picture. It incorporates rule-based protection of information based on participating agency restrictions.
