To comply with the demands for more responsive and cost effective government, government officials, policy makers, and managers need reliable financial and performance data. Government agencies perform many financial management related functions in support of their mission and strategic and operation goals. These functions generally extend to: financial planning and budget formulation; budget execution; financial and managerial cost accounting; financial analysis; financial management systems; financial statement preparation; loan structure; risk analysis; other financial reporting; management controls; financial oversight of agency activities; asset management; asset evaluation; service pricing and rate review; performance measurement; and improving agency financial management processes and systems on a continuous basis.
Certain laws, regulations, and executive orders require the chief Financial Office to follow guidance provided by the Office of Management and Budget (OMB) for Management Accountability and Control, Financial Management Systems, and Form and Content of Agency Financial Statements for Preparation of Federal Financial Statements as well as many others.
Federal agency Chief Financial Officers and other financial and program managers must carry out their financial management responsibilities within an increasingly complex environment of new accounting standards, systems, and reporting requirements, and internal control and integrity-related requirements. To operate effectively within this environment with shrinking resources, these officials require the flexibility to quickly acquire the services of qualified financial management service providers, when needed, to assist them in carrying out their missions in a cost effective and professional manner, consistent with their agency's financial management needs and Federal agency requirements.
The Services Acquisition Center (FCX) of the Federal Supply Service of GSA is providing services to assist Federal Chief Financial Officers and other senior Federal financial and program managers in carrying out their financial responsibilities. FCX has prepared a Government-Wide Financial Management Services Multiple Award Federal Supply (MAS) Schedule. This schedule offers services needed by Federal Chief Financial Officers and other financial and program managers to comply with laws, regulations, executive orders, and circulars to carry out their financial management responsibilities in a cost-effective manner.
This GSA FABS Schedule will enable the Federal agency Chief Financial Officers and other financial and program managers to carry out their financial management responsibilities by obtaining services of commercial entities, where needed, to provide a wide variety of financial management services.
