The GITSS Contract is a flexible and responsive contract vehicle that supports the requirements of federal agency IT acquisition. The contract is ideal for retaining technical control of programs and avoiding long and expensive procurements. The vehicle offers Department of Veterans Affairs (DVA) and other federal agencies strategic, agency-level support, as well as project-oriented IT solutions.

It is a multiple-award, Indefinite Delivery/Indefinite Quantity (IDIQ) contract managed by the BuyIT.gov acquisition service of the Information Technology Acquisition Center (ITAC), Austin, Texas. The contract was awarded under the provisions of the Government Management Reform Act. The contract is available for use by all government agencies for eight years commencing October, 2003. The contract offers a solutions-based approach in 22 task areas using firm fixed price (FFP), time and materials (T&M), or labor hour (LH). Learn more about the Contract.

Why GITSS?

  • Customer Service. The GITSS contracting staff is highly customer-focused and it is believed that customers will experience a level of service superior to that of other fee-for-service contracting offices.
  • GITSS operates under the VA Franchise Fund. Accordingly, customers seeking to use the contracts are not required to comply with the provisions of the Economy Act.
  • Customers with bona fide procurement needs for the current fiscal year (FY) can transfer current FY funds into the franchise fund under a defined scope of work to ensure that those needs are met. Funds remain available for obligation until exhausted, even if the funds are not put on contract until subsequent FY(s).
  • Low acquisition service fees.
  • Customers can acquire IT services through GITSS anywhere in the world.
  • Through contractor teaming arrangements and use of the Unforeseen Subcontracting CLIN, GITSS offers Federal customers the ability to quickly acquire services from an unprecedented number of IT firms.
  • The contracting staff managing GITSS is focused in the IT arena and is supported by the technical expertise of the VA's largest data center, the Austin Automation Center (AAC).
  • GITSS ordering procedures make full use of the efficiencies provided through FAR 16.505.
  • GITSS is designed to accommodate the DoD and other agency-specific ordering requirements and has the ability to perform services in information-sensitive environments up through the Top-Secret level.
