Descriptions of IT Professional Services A - D

The following list of labor categories specifies the minimum qualifications for personnel required by this contract. Hourly rates for each category are available for both SAIC (on-site) and Customer (off-site) locations.

Administrative Support

General Summary
Provides administrative-type support to technical and management-level personnel. This includes, but is not limited to, documentation planning and support, project administration, general office support, executive secretarial support, human resource planning, event planning and administration, office relocation planning, etc.

Principal Duties and Responsibilities

  1. Specializes in coordinating and planning office administration and support.
  2. Reports directly to a client, usually at the client location, to support its operations as required.
  3. Understands and provides documentation planning and support, project administration, general office support, executive secretarial support, human resource planning, event planning and administration, office relocation planning, etc. required in changing office environments.
  4. May perform other duties as assigned.

Job Specifications
High School Diploma or G.E.D. or other equivalent degree program.

Computer Operator

General Summary
Operates computer systems and peripheral equipment where site-specific operating procedures are not will defined or are unusually complex. May be lead for small operations requirements.

Principal Duties and Responsibilities

  1. Monitor and control a computer by operating the central console or on line terminal in accordance with established routines.
  2. Required to adapt to a variety of non standard procedures that may include the introduction of new programs and equipment.
  3. Assist in determining equipment settings and operating instructions for unique, non standard processing. Continuously observe the operation of the equipment, resolving any deviations from standard.
  4. May assist in manipulating controls to rearrange sequence of job steps and re route processing in non standard methods to quickly resolve problems potentially involving loss of critical data and to continue operations when individual units of the system malfunction.
  5. Operate computer systems and peripheral equipment, conforming to unique, non standard site specific operating procedures.
  6. Monitor and control a computer by operating the central console or on line terminal in accordance with established routines.
  7. Maintain records regarding output units and supply inventories.
  8. Must be familiar with all normal operating procedures and capable of implementing non standard, unique, complex procedures independently.

Job Specifications
High School Diploma or equivalent and four (4) years experience in operating medium or large scale computer systems. If assigned a task or functional lead position, twelve (12) months supervising personnel operating computer systems. Directly related technical education/training may be substituted on the basis of one (1) month of education/training for one (1) month of general experience not to exceed twelve (12) months. No further substitution of education for experience is permitted.

Computer System/Network Engineer

General Summary
Engineering large complex computer systems and/or networks. Applies theories and principles of science or mathematics to the design of hardware, operating systems, networks and processes to solve technical problems. Systems may involve multiple protocols and interfaces, satellite communications, digital or fiber optic networks, etc.

Principal Duties and Responsibilities

  1. Plan designs or redesign of systems, management and coordination.
  2. Test and analyze all elements of the network facilities including power, software, communications devices, lines, modems and terminals.
  3. Insure the overall integration of the enterprise network.
  4. Monitor and control the performance and status of the network resources.
  5. Utilize software and hardware tools, identify and diagnose highly complex problems and factors affecting network performance.
  6. Maintain technical currency and study vendor products to determine which best meet client needs.
  7. Provide guidance and direction to network support technicians.
  8. May be responsible for designing new Internet Protocol version 6 (IPv6) networks and/or planning transition from IPv4 to IPv6.

Job Specifications
Bachelor's degree from an accredited college or university in computer science, or engineering discipline and seven (7) years of increasingly complex and progressive experience in computer system/network engineering and design. Three (3) years of specialized experience related to hardware, operating systems and/or network systems specified in the task. If proposed as a Task Leader, twelve (12) months experience supervising computer or network operations personnel. Must also be a certified network engineer if required by the task. Five (5) years of specific job related experience or eight (8) years of general related experience may be substituted for the Bachelor's Degree requirement or a Master's Degree in an appropriate discipline may be substituted for two (2) years of general experience.

Computer Telephony Integration Architect

General Summary
Has broad high-level knowledge of telecommunications and data network integration architectures. This individual spans both the telecommunications and data network arenas and possesses the capability to direct, design, or develop network architecture plans, implementation or cutover plans, technical white papers, or perform requirements analysis for interoperability issues associated with the different communications environments. Supervises or manages the implementation of computer telephony integration (CTI) and is considered a leading expert (LE) in the field. Capable of supervising multiple teams of specialty Engineers in highly complex data or telecommunications internetworking projects.

Principal Duties and Responsibilities

  1. Provides lead analysis for the design of protocol suites for computer telephony integration.
  2. Participates in national or international forums on interoperability requirements or standards for CTI.
  3. Provides leadership or direction on innovative research associated with computer network or telecommunications network interoperability or integration.
  4. Performs management responsibilities for a program or staff for CTI.
  5. Provides in-depth analysis on CTI-related transport layer interoperability with data communications or telecommunications protocols or services.
  6. May be responsible for designing Voice over Internet Protocol version 6 (IPv6) (VoIP) systems.
  7. May perform other duties as required.

Job Specifications
A Doctorate in Computer Science, Electrical or Electronics Engineering, Information Systems, or equivalent and 8 years general work experience. A Master's Degree and 10 years general experience or a Bachelor's Degree and 12 years general experience is considered equivalent to a Doctorate and 8 years general experience.

Capable of working with supervision on specific tasks associated with the implementation of specific aspects of computer telephony integration.

Principal Duties and Responsibilities

  1. Provides assistance and performs general technical tasks for computer telephony integration.
  2. Performs research in support of the development of requirements or standards for a specific CTI specialty.
  3. Performs general technical support in one or more specific areas of research associated with computer or telecommunications network interoperability or integration.
  4. Assists in testing or analysis of CTI interoperability with data or telecommunication protocols or services.
  5. May be responsible for designing Voice over Internet Protocol version 6 (IPv6) (VoIP) systems.

Job Specifications
Bachelor's Degree in Electrical/Electronics Engineering, Computer Science, Information Systems, or equivalent. Eight years experience in Telecommunications, Data Networking, or Information Systems can be substituted for the Bachelor's Degree.

Computer Telephony Integration Engineer that has broad knowledge in multiple aspects of telecommunications or data system integration. This individual possesses broad knowledge in one or more areas in either the telecommunications or data network arenas and may possess specialized knowledge in one of the following areas: routing/switching infrastructures, transport technology, network management systems, or network protocols for computer telephony integration (CTI). Capable of working alone on specific tasks associated with the implementation of specific aspects of a computer telephony integration (CTI) and is capable of providing limited guidance or supervision of Engineers in highly complex data or telecommunications internetworking projects.

Principal Duties and Responsibilities

  1. Provides general support for computer telephony integration.
  2. Provides support in national or international forums on requirements or standards for a specific CTI specialty.
  3. Provides technical support in one or more specific areas of research associated with computer or telecommunications network interoperability or integration.
  4. Provides support for the development of technical analysis, white papers, or research for specific technical areas on a CTI project.
  5. Provides general analysis on CTI interoperability with data or telecommunication protocols or services.
  6. May be responsible for designing or implementing Voice over Internet Protocol version 6 (IPv6) (VoIP) systems.

Job Specifications

  4. Performs technical lead management responsibilities for specific technical areas of expertise on a CTI project.

General Summary
Performs Functional Economic Analysis (FEA) to evaluate the costs of alternative ways to accomplish functional objectives.

Principal Duties and Responsibilities

  1. The FEA states investment costs, benefits, and risks as a net change to the functional baseline cost, the cost of doing business now and in the future.
  2. Ensures that cross-functional, security, and other integration issues are addressed.

General Summary
Performs as a functional area expert for specialized applications and operational environments, knowledge of computer systems and ability to analyze problems to satisfy task order requirements.

Principal Duties and Responsibilities

  1. Provides technical knowledge and analysis of specialized applications and operational environments, and advice on problems which require knowledge of the subject matter for effective solutions.
  2. Applies principles, methods and knowledge of the functional area of expertise to specific task order requirements. Assists in the design and preparation of technical reports and related documentation.
  3. Assist in the preparation and presentations and briefings as required by the task order. Responsibilities include providing documentation planning and support, project administration, general office support, entering data into database management computer systems for various functional areas to include web usage, GIS applications, patient appointing, medical coding/auditing, medical billing, referral management, medical transcription, etc. Works under general supervision.

  2. Coordinates with Project and/or Program Manager to ensure problem solution and user satisfaction.
  3. Makes recommendations, if needed, for approval of major systems installations.
  4. Prepares milestone status reports and deliveries/presentations on the system concept to colleagues, subordinates, and end user representatives.

  1. Applies an enterprise-wide set of data warehouse disciplines for the planning, analysis, data refinement, design and construction of information systems on an enterprise-wide basis or across a major sector of the enterprise.
  2. Develops analytical and computational techniques and methodology for problem solutions.
  3. Performs enterprise-wide strategic systems planning, business information planning, business and analysis.

General Summary
Develops engineering drawings, using computer-based drawing packages.

Principal Duties and Responsibilities

  1. Develops engineering drawings for site plans, electrical interconnects, mechanical plans for specialized hardware, etc.

Job Specifications
High School Diploma or equivalent and 3 years experience. With High School Diploma or equivalent and a training program, 1 year of general experience is required. There is no experience substitution for a High School Diploma, however a G.E.D., other degree equivalency program, or a technical trade school certificate is acceptable. With a Bachelor's degree no experience is required.
