The Law Enforcement, Security, Facilities Management, and Emergency/Disaster Response Schedule 84 contract was awarded under FAR Part 12, "Acquisition of Commercial Items." The FAR clauses (FAR 52.212-4) apply to the Schedule 84 contract. Ordering agencies may include provisions in individual task orders that are essential to their requirements (e.g., security clearances, special handling, key personnel). The Schedule 84 Contract allows additional clauses, terms and conditions to be included provided they do not conflict with the terms and conditions of the contract. The task order is issued directly from the requesting government agency's contracting office to the selected contractor without GSA involvement in the procurement process. All task order reporting requirements and remission of fees to GSA are the responsibility of the contractor.
The establishment of Blanket Purchase Agreements (BPAs) for recurring services is permitted under this contract. The potential volume of orders under BPAs, regardless of the size of individual orders, may offer the ordering office the opportunity to secure volume discounts. When establishing BPAs, ordering offices should inform contractors in the request for quotes (based on the agency's requirement) if a single BPA or multiple BPAs will be established and indicate the basis that will be used for selecting the contractors to be awarded the BPA(s).
