Caution: Searching the Web for information on PBSA, samples of successful documents, examples of metrics, etc., is a good way to enhance your initial training in PBSA and related topics. But, you must always consider the sources of information and the audience to whom the information is presented.
And how correct or accurate is the information? The OFPP's "Guide to Best Practices for Performance-Based Service Contracting" (October 1998) has been rescinded yet many Web sites still link to the document. It does contain good process information that can be of use today, but the document itself no longer reflects all current practices such as use of a Statement of Objectives.
