Why Use Millennia?
The following are some of the principal advantages for a Federal Agency to do business through the Millennia contract:
Scope of Support Provided
Millennia will support a very broad scope of work in practically any activity involving information technology (IT), especially in the areas of Systems Integration, Software Engineering, and Communications. In support of clients' emerging technology requirements, GSA provides management, technical, and contractual assistance in any IT related area.
Millennia can be used to support Multi-year Programs. The period of performance for Federal IT customers is not limited to one fiscal year as is the case with many contract vehicles. GSA routinely initiates Millennia tasks for five or more years.
The Millennia contract allows for Federal customers to acquire any IT related services that require labor and equipment. There are 17 different labor categories providing a broad range of IT services. The Millennia contract also allows equipment acquisitions for any IT related areas with no prescribed dollar limit.
Competition
The Millennia contract vehicle is a Government Wide Acquisition Contract (GWAC) that has already gone through a competitive procurement process to down select to vendors who can meet the IT requirements of the Federal Government. New task order requests (TORs) for work to be done under Millennia are distributed to these eligible Millennia Industry Partners for their review and determination of interest in bidding for the work.
Efficient Contracting Process
GSA has a very efficient contracting process. Contracts are already in place with established labor categories and labor rates. Under the Millennia contract, SAIC has no pre-established subcontractors, but provides unlimited teaming potential. Therefore, the right team can be put in place to meet the exact needs of a client agency.
GSA employs a quick and efficient award process regardless of the organization (e.g., FEDSIM or a GSA Region) initiating the Millennia task.
Small Business Activity
SAIC is a strong advocate of small business involvement in their contracts. Millennia requires that 35% of the subcontracted work go to small businesses. This requirement is not limited by any pre-ordained relationships. New small businesses can be involved as new TORs are identified and reviewed for bid. SAIC's Small Business Office works with vendors to become part of the SAIC small business database and available for teaming on any Millennia task order.
Contracting Alternatives
Federal Agencies desiring to take advantage of the Millennia contract are authorized to use one of three alternatives depending on their resources and preferences. These include support from FEDSIM, the GSA Regions, or Direct Order/Direct Bill. The GSA agencies can provide direct support to the Federal Agency if desired or that agency can utilize their own contracts team to support them under the Direct Order/Direct Bill model.
