The Defense Intelligence Agency, Combatant Commands, & Service Intelligence Centers.
2. How does a client agency get access to the SIA contract?
The agency or organization interested in the contract vehicle must contact DIA's SIA Program Management Office directly for coordination.
3. What type of work can be performed under the SIA contract?
The contract specifies work will be supported in the areas of intelligence analysis.
4. Are labor categories and labor rates specified for the contract?
SIA has defined six labor categories with three corresponding skill levels (junior level, mid-level, and master level) for the SIA contract but other categories and rates may be proposed to suit individual task orders on an as-needed basis.
5. What is the ceiling for individual task orders?
There is no ceiling value for individual task orders. The ceiling for the contract is $1 billion over 5 years.
6. Does the contract have small business subcontracting goals?
Small business goals are set by the customer on a task order basis.
7. Is competition required for each task order?
Yes. SIA task order requests are provided to all of the SIA contract holders. Each contract holder has an opportunity to submit a proposal.
8. What type of contracts are awarded?
Contracts under SIA can be cost-plus, fixed price (FP), time and materials (T&M) and labor hour (LH). DIA strongly encourages transition to performance-based contracts if possible.
9. What is the standard turn-around time for proposals?
Typically proposals are due within approximately 14 business days after the official RFP is released.
