The SAIC Defense Technical Information Center's Software, Networks, Information, Modeling and simulation (SNIM) contract is one of nine prime awards in a $2 billion government-wide indefinite delivery/indefinite quantity vehicle for all government R&D and science and technology (S&T) cost-type efforts scoped in the technical domains of information assurance, software data analysis, modeling and simulation, and knowledge management and information sharing. SNIM is designed for use in support of any/all phases of R&D efforts from initiation through operational prototyping and transition up to, but not including, operations and maintenance.

SNIM Objectives

The objectives of the SNIM efforts are:

  • To support the use and application of SNIM-related information technology (IT) in the design, development, testing, and evaluation of Department of Defense (DoD) systems, military systems and military infrastructure operated by the United States, allied and friendly nations, and the industrial and research base and other authorized organizations or groups which produce and support such systems;
  • To conduct and/or support a wide range of SNIM related studies, evaluations, and analysis of IT and methods; and
  • To promote standardization within the field of SNIM-related IT in the DoD environment.

SNIM Mission

The mission of the SNIM contract is to provide research, development, test, and evaluation and R&D advisory and assistance services for the vital technical areas delineated in the Technical Scope portion of this Performance Work Statement (PWS). In performing SNIM research and analyses, the contractor shall facilitate use of existing scientific and technical information (STI), while reducing unnecessary duplication of research, information collection and analysis, and information dissemination efforts. Furthermore, the contractor shall minimize and/or reduce redundant generation of SNIM related STI.

SAIC's Science to Solutions SNIM Team offers additional support from more than 25 teammates across industry and academia in the related technical domains. DTIC is the vehicle owner and government host while the contracting office is a dedicated specialist component of the United States Air Force Air Combat Command, the 55th Contracting Squadron (55CONS). Any government organization can coordinate a Statement of Work and fund its procurement through the 55CONS through task order competitions across all nine primes. The government vehicle fee is 0.8 percent, task order values are defined between $2,500 minimum and $99.999 million maximum each, and a negotiable labor category and rate structure schedule per end customer definition unique to each task order.
