Using savings generated from energy-efficient upgrades is an innovative and cost-effective way to help finance capital improvements. Energy savings performance contracting is a project delivery vehicle that helps finance projects based on savings resulting from energy efficiencies and conservation.
Overview
SAIC provides comprehensive services to meet our clients' energy-efficiency needs — from project development and design through financing, installation and operation. In addition, with full DesignBuild℠ capabilities, we have the expertise to provide discrete elements of projects, or to serve as an Energy Service Company (ESCO) using performance contracting to help finance and implement turnkey energy efficiency projects with the energy dollars saved.
SAIC uses a systematic approach to delivering capital projects that generate significant cost savings from production efficiencies, maintenance savings, and reduced energy consumption. Savings are then used to pay for developer expenses, engineering, capital costs, and debt services for the improvements.
Our structured approach to delivering energy savings performance contracts works as follows:
- Facility energy assessments and walk-through audits identify potential energy savings opportunities. Subsequent analysis provides order of magnitude project cost estimates, associated energy savings and proposed shared savings plan.
- Design and engineering services typically involve developing conceptual study concepts to final detailed designs to help obtain and manage acceptance of project financing.
- Project financing options may include SAIC funding, monetizing assets to a third party upon commissioning, or monetizing the asset at signing of the energy service agreement.
- Construction services include fast-track detail design, procurement and construction phase services.
- Ongoing operations and performance measurement monitor, track, and report to help ensure that energy savings measures achieve their intended goals.
SAIC has designed more than 1,000 projects involving energy efficiency and conservation measures and has completed or is currently implementing performance contracts at facilities, warehouses, and office spaces nationwide. We have won 28 design awards in recognition of energy-efficient facilities.
Our projects have incorporated LEED™-certified design and energy-efficiency strategies, such as geothermal, photovoltaic, active and passive solar, innovative waste heat recovery solutions as well as water, ice, and thermal massing technologies. Statewide ESCO Services
SAIC is performing as an ESCO for a Midwestern state, enabling the company to provide energy performance contracting to 12 government agencies and 27.6 million gross square feet of various facility types. We are currently implementing a program to provide energy efficiencies in more than 100 state facilities for six departments. Using a performance-based approach, the program is anticipated to deliver significant energy savings due to lighting system renovations, state-wide energy management system integration, central chilled water and steam system renovation, and heating, ventilation and air conditioning (HVAC) system replacements.
Energy Savings Performance Contracts for Auto Manufacturer
SAIC is implementing a DesignBuild energy-efficiency program to identify and implement energy-savings projects at 38 facilities for a major U.S. automobile manufacturer. Using a design, build, own and transfer model, projects are being financed through energy savings over the term of each project. Projects include energy-efficient lighting, paint shop process improvements, energy management systems, and building envelope enclosure modifications. Average payback for most projects is less than one year.
Alternative Fuels Program for Brick Manufacturing
SAIC is providing DesignBuild services to help drive efficiencies into the energy-intensive brick-making process for Boral Bricks, the largest manufacturer and distributor of clay bricks in the United States.
Efficiencies gained from alternative fuels include using gas from a nearby landfill as the primary kiln fuel, implementing new burner technologies, and daylighting via translucent sidewall panels. In addition, SAIC developed a turnkey system to deliver ground peanut hulls into the brick kilns, where they are burned for fuel in lieu of natural gas. Boral Bricks saves more than $2 million per year compared to a typical, natural gas-fueled brick plant.
Port Authority Hires SAIC to Tackle Energy Consumption
SAIC was recently retained as an ESCO by one of the largest U.S. ports to provide energy-efficiency services and identify economically attractive projects to reduce the port's overall energy and water consumption. SAIC will perform "investment-grade" energy audits and other benchmarking based on industry best practices. We will report findings on energy savings opportunities and provide cost estimates on how opportunities may be realized. At the port's discretion, SAIC may also potentially design and install the energy-saving systems, which would be financed through third parties using a performance contracting approach.
Performance Contracting for HVAC System, Auto Manufacturer
SAIC provided design, build, own, operate, and maintain services for a new HVAC system in a 1.8 million square-foot vehicle manufacturing plant. The project was delivered under a guaranteed savings contract. The plant's energy consumption decreased by 14 percent by implementing this energy-efficient system.
