Energy Program Management

SAIC has helped states and utilities develop, implement, and manage programs recognized for exemplary achievements in energy efficiency and demand reduction. We also help manage incentive programs and monitor to see that projects perform as planned.

Overview

The cost of generating new energy production capacity far exceeds the cost of reclaiming energy through demand reduction and energy efficiency programs.

State and local agencies and utilities nationwide are implementing programs that create incentives for their local residential, commercial and industrial customers to promote energy efficiency across markets. The most successful programs are customized to suit the specific needs of regional markets and render sustainable long term results.

SAIC provides comprehensive services to design, implement and manage advanced energy efficiency and demand-reduction programs to achieve energy savings. Because we are a one-source integrator of energy management services, we design effective programs and can also help implement and manage them for our clients.

Two of SAIC's state energy programs were recognized in February 2008 by the American Council for an Energy Efficient Economy in a report entitled "Compendium of Champions: Chronicling Exemplary Energy Efficiency Programs Across the U.S." The programs included the Wisconsin Focus on Energy Program, which was ranked "exemplary," and the Oregon Energy Trust Program, which received honorable mention in the Industrial Process Efficiency Category.

The primary elements of SAIC's energy program management services:

  • Program Design

SAIC offers established methods and innovative strategies and solutions designed to reach more potential participants, bring in more projects, and maximize savings under each individual program we help design. Our plan to achieve client-specific energy savings goals entails an integrated approach that seeks to increase the quantity and the attribution of energy saving, while simultaneously operating and expanding existing programs using effective administrative resources and incentives.

  • Program Implementation

SAIC employs both short- and long-term tactics to help exceed ever-increasing energy-savings goals. SAIC uses proven strategies to provide early and sustainable impacts by fully engaging our clients' target markets to understand their key motivations and barriers. Our strategies seek the most effective energy savings in the target markets and through programs that become more cost-effective year after year.

  • Program Management and Administration

SAIC maintains and operates extensive project management systems, software and processes that assist in the administration and management of our clients' energy efficiency and conservation programs, including staff support for project controls, contracting, subcontracting, and invoicing. We schedule, track, and report on various elements of the program to gauge individual and overall portfolio progress and performance compared to the plan.

Demand for electricity continues to rise significantly, but instead of building new generating capacity, state utility regulators and legislatures have been requiring utilities to turn to energy efficiency and power demand reduction programs as part of the solution.

Wisconsin Energy Efficiency ProgramsWisconsin Energy Efficiency Programs

The state of Wisconsin wanted to develop near-term resource acquisition capabilities and encourage efficient use of energy. SAIC has provided strategic development and operations of the state's industrial energy program since its inception and developed the Focus on Energy Industrial Program.

The MTA knew that it could significantly reduce its already considerable energy bills by becoming more efficient.

Oregon New Building Efficiency ProgramOregon New Building Efficiency Program

As the program management contractor for the Energy Trust of Oregon, Inc., SAIC designed, developed, and manages Energy Trust's Business Energy Solutions New Buildings program.

California State Energy Efficiency and Conservation ProgramsCalifornia State Energy-Efficiency and Conservation Programs

California's 2001 energy crisis demanded quick action to reduce demand and promote efficiency. SAIC played a lead role in designing and implementing California's 20/20 program. That program offered a rebate of 20 percent on electric bills for consumers who could cut their monthly usage by 20 percent.

Managing Energy Programs

SAIC has helped states and utilities develop, implement, and manage programs recognized for exemplary achievements in energy efficiency and conservation. For the state of New York alone, SAIC directly supported delivery of more than $100 million in incentives, resulting in electric energy savings exceeding 70 gigawatt hours per year.
