Award-Winning International Power Projects

SAIC provided independent engineering services for two international projects named Deals of the Year by Project Finance magazine.


Award-Winning Projects

Two of SAIC's international customers were recognized by Project Finance magazine's annual Deals of the Year Awards. Norte II won the Latin American Power Deal of the Year, and Seigneurie de Beaupré won the North American Wind Deal of the Year. SAIC provided independent engineering services for these asset owners and their lenders, leveraging its technical and commercial knowledge and experience gained from delivering solutions throughout the life cycle of energy, environmental, and infrastructure projects.

Latin American Power Deal of the Year

SAIC was the independent engineer for financing of the $443 million 433 megawatt (MW) Norte II gas-fired, combined-cycle power generating plant. The project reached financial close in line with the terms and conditions of an international bid conducted by Comision Federal de Electricidad (CFE), the Mexican state electric utility. Norte II is being developed by a consortium consisting of KEPCO, Samsung C&T Corporation, and Techint S.A. de C.V.

As the largest South Korean-sponsored power plant developed in Latin America, the deal was the first non-recourse financing of a Mexican independent power project in several years and the first under the financing covenants that included additional performance risks to be considered and mitigated by the lenders.

The project will deliver all electric capacity and related energy to CFE with a scheduled commercial operations date of May 31, 2013.

SAIC will be providing construction monitoring, performance testing, review of compliance with the Equator Principles, and monitoring of commercial operations for the term of the debt.

North American Wind Deal of the Year

As the independent engineer for the $850 million Seigneurie de Beaupré, SAIC performed a technical and commercial due diligence review of the project in support of project financing.

The project was developed by Boralex GP/SENC, a subsidiary of Boralex, Inc., and Beaupré, Eole GP/SENC of Montreal. Located just northwest of Beaupré, Quebec, Canada, the project is being designed and constructed to use wind turbine generators with a total capacity of 271.8 MW.

Seigneurie de Beaupré will sell the energy it produces to Hydro Quebec Distribution under 20-year electricity supply contracts. The technical and commercial due diligence effort began in September 2010 and will continue through 2013 with SAIC's construction monitoring.
