SAIC Team's FRTIB Technology and Enterprise Support Services (TESS) Phase-In and Recruiting Web Site

Federal Retirement Thrift Investment Board has selected SAIC to provide a broad range of information technology support services under the Technology and Enterprise Support Services (TESS) contract. SAIC will start providing these services on Feb. 1, 2014 with a Phase-In period starting Oct. 1, 2013. During the first four months of the contract, we will be working with the Agency to transition key elements of the incumbent contract and then to employ the ITIL® framework of industry best practices to deliver and continually improve TESS processes and services.

Our Role - Enabling the FRTIB Mission

The Federal Retirement Thrift Investment Board administers the Thrift Savings Plan (TSP), a tax-deferred defined contribution plan similar to private sector 401(k) plans which provide Federal employees the opportunity to save for additional retirement security. The Agency currently manages retirement assets for more than four-and-a-half million participants worldwide. The Agency's objectives are:

  • Comparable - to Defined Contribution and Financial Services Contemporaries
  • Reliable and Available - to retain the confidence and trust of participants and stakeholders in the systems and data
  • Secure - to ensure participant data and FRTIB systems are comprehensively and redundantly protected
  • Autonomous - to preserve the Agency's position that critical systems are not wholly dependent on a Contractor's infrastructure

The TESS contract includes the following IT support and recordkeeping business process services:

Recordkeeping Services - Required Minimum Distribution, Refund of Excess, G Fund Transfer/Forfeiture, Annual Tax Reporting, Year End Processing, Omni Scripting/Ad Hoc Reporting, Audit Support, Manual and Automated Updates to the Recordkeeping System, Level 2 Functional Application Support, Quarterly and Annual Statement Process

Data Center Services - Operations and Administration (time sensitive nightly batch processing for very large volume financial transactions), Computing, Storage, Backup, Output, Database and Middleware Administration

Data Network Services - Operations and Administration, Wide Area Network, Local Area Network, Virtual Private Network, Firewall Management, Quality of Service, Provisioning, Install-Moves-Adds-Changes, Monitoring and Management

Voice Network Services - Operations and Administration, Local and Long Distance Telephony, Voice Messaging, Voice Conferencing, Video Conferencing, Directory, Inbound Toll Free, Install-Moves-Adds-Changes, Contact Center Services, including: Interactive Voice Response, Automatic Call Distribution, Computer Telephony Interface

End User Services (Optional) - Operations and Administration, Desk side Break fix and Technical Support, Core Software Image Build and Deployment, Install-Moves-Adds- Changes, Backup and Restore

Application Services - Full Application Life Cycle Management support for Application Development and Production Support

Service Desk Services - Operations and Administration, Single Point of Contact, Request and Incident Management, Remote Device and Software Management, End User Administration, Install-Moves-Adds-Changes, Self Help, and Service Catalog

Cross Functional Services - Performance Management, Security Management, Backup and Recovery, IT Service Continuity and Disaster Recovery, Incident, Problem, Configuration, Change, Release, Availability, Capacity, Refresh, Operations, Documentation, Implementation and Migration, Engineering, Integration Testing, Asset Management, and Knowledge Transfer

The TESS contract has a two-year base period, followed by one two-year option and two one-years option periods for a total of six years plus the Phase-In period of 120 days. The options may be exercised at FRTIB's discretion. The TESS contract is a cost-plus-fixed-fee contract, with an indefinite-delivery/indefinite-quantity (IDIQ) feature.

Get to Know Us

The "Get to Know Us" Sessions are designed to provide an opportunity for incumbent staff to meet the SAIC Team's leadership and phase-in team members. Incumbent staff will receive an invitation for an after work meeting for you and your spouse or significant other. During this meeting, we will discuss the TESS program, our team members' roles and responsibilities, the phase-in schedule and activities, and our approach to total compensation packages. Details will be provided on this site once the "Get to Know Us" Sessions have been scheduled. Position Requirements

Education: The majority of our positions require a Bachelor's degree. However, in some cases years of experience can be used in lieu of a degree.

Required Skills: Required skills vary according to each position. IT industry certifications are a plus.

Security Clearances: Some of the positions require a clearance or must have the ability to obtain a clearance. All positions require a background check.

Each team member company will have their own processes and procedures to recruit and onboard incumbents. Some of those procedures might include completion of an application, interview, drug test, and verification of employment history, and education.

You will be given access to the team's onboarding tools, which helps new employees understand, engage, and successfully navigate the team's systems, processes, and culture. The onboarding tools will also provide you with information about the companies and our benefits enrollment program. Our staffing community will be available to answer any questions you may have during the onboarding process.

Q13. As an incumbent employee, will I receive any special consideration?

Yes, the SAIC Team has committed to providing each incumbent staff member the following human resource provisions, in addition to our standard benefits:

  • Credit for all years of current, continuous service to the Board for purposes of determining benefit eligibility The Program Manager can approve or facilitate leave without pay or comprehensive leave advances.
  • Insurance coverage beginning no later than 12:00.01 a.m. on your first day of employment with your current employer.
  • Waiver of any pre-existing condition clauses as they pertain to benefits, including waiver of all pre-existing health conditions
  • Waiver of waiting periods for benefits

Yes, eligible employees have the option to elect medical, dental, vision, short-term disability, supplemental long term disability, supplemental life insurance, accidental death & dismemberment insurance, 401(k), and employee stock purchase plan through a bi-weekly payroll deduction.

Most benefits will be effective on your first day of employment. SAIC will be coordinating with your current employer to ensure there is no lapse in your insurance coverage.

Company assignments will be determined by the defined roles and responsibilities. The SAIC Team will make these assignments as soon as possible. Once a position has been designated for a specific company, an individual from that company will be in contact with the incumbent applicant.
