Reliable, Consistent GHG Reporting Protocols and Guidelines
SAIC has been at the forefront of GHG emissions accounting since 1994 when we began supporting the U.S. Department of Energy's Energy Information Administration (EIA) in the annual compilation of the National GHG Inventory for the United States.
Since then, SAIC has helped develop highly prominent state, regional and federal voluntary GHG reporting protocols and guidelines. Our work includes guidelines used by The Climate Registry, the California Climate Action Registry, EPA Climate Leaders Program, and the EIA's 1605(b) Voluntary Reporting of Greenhouse Gases Program. These protocols are critical for ensuring quality, reliability, consistency, and transparency in GHG reporting.
SAIC has also been a leader in developing protocols for GHG offsets in the energy, industrial, transportation, agricultural, and land use sectors.
Case Studies
Reporting and Verification Protocols for The Climate Registry
SAIC helped develop The Climate Registry's (TCR) General Reporting Protocol (GRP) and General Verification Protocol (GVP). The GRP describes the rules, procedures, and emission quantification methodologies that must be followed by reporters to TCR. The GVP describes third party verifier rules and procedures for certifying inventory reports submitted to TCR.
Reporting and Verification Protocols for The California Climate Action Registry
SAIC worked with The California Climate Action Registry to prepare its general reporting and certification protocols based on technical guidance prepared by the California Energy Commission. As the foundation for the Registry's GHG emissions accounting and reporting program, the new protocols were designed to promote accuracy, completeness, transparency, and validity in GHG emissions reports and help document participants' emission reduction efforts.
Implementing National GHG Reporting Programs
SAIC helps the Energy Information Administration develop, implement, and operate the 1605(b) Voluntary Reporting of Greenhouse Gases Program. SAIC also revised the General and Technical Guidelines for the 1605(b) Program, helping provide structures and guidance to increase the program's credibility, transparency, and verifiability.
