International Criminal Justice Programs

SAIC is currently recruiting local, state, and federal law enforcement professionals, legal professionals, and other criminal justice experts to serve in U.S. and international criminal justice support missions in developing countries. CJPS Program Overview

The purpose of the U.S. Department of State/United Nations Criminal Justice Program Support (CJPS) program is to establish and maintain rule of law programs in countries emerging from internal or external strife. SAIC's commitment to this program will assist these conflict-weary countries in instituting far-reaching changes to their rule of law policies and procedures.

Areas of Recruitment

SAIC expects to provide experts in all related areas of criminal justice support, including law enforcement officers, attorneys, courtroom and corrections security, and administration. SAIC is currently recruiting local and state law enforcement professionals, attorneys, judges, other legal professionals, and corrections officers/trainers. SAIC is also recruiting for in-country program managers.

What are the minimum requirements for serving on a Civilian Police mission?
  1. Minimum five years sworn, commissioned service in a certified local, county, state or federal law enforcement agency; must have eight years of overall work experience
  2. A portion of the five-year minimum requirement must fall within the last five calendar years
  3. Excellent physical condition (a physical agility test is required during initial assessment)
  4. Ability to obtain a Certificate of Public Trust clearance
  5. Ability to pass an English language proficiency screening
What are the minimum requirements for serving on a Justice Sector (Attorney) mission?
  1. J.D. from an accredited law school
  2. Minimum five years of criminal law experience in relevant specialty; must have eight years of overall work experience
  3. Ability to obtain a Certificate of Public Trust clearance
  4. Ability to pass an English language proficiency screening
  5. Highly desired for all Justice Sector positions, but not required:
    1. Previous experience living and working overseas
    2. Previous legal mission work
    3. Experience with Islamic legal systems or similar regional legal systems

GATA Program Overview

The Global Antiterrorism Training Assistance (GATA) program of the U.S. State Department's Bureau of Diplomatic Security and Office of Antiterrorism Training Assistance sponsors worldwide training to build the capacity of select foreign partners in a variety of terrorism-related areas. SAIC's commitment to this program involves helping deliver training, technical assistance, and logistical support in the United States and overseas.

SAIC is currently recruiting local, state and federal criminal justice experts, along with those having qualifications in explosive ordnance demolition and improvised explosive device render-safe operations or special operations forces activities. These professionals are expected to provide expertise in a wide range of specialized skills, including crisis and emergency management, tactical operations, hazardous materials, and explosive and explosive-related investigations. Other areas of recruitment include VIP protection, cybersecurity, investigation of financial crimes and money laundering, firearms training, and criminal investigations.

In which parts of the world does the training occur?
Training is conducted throughout the world, including the Middle East, Africa, Far East, South America, and the United States.
What is the compensation package? How often do I get paid?
Most individuals will be hired as SAIC consulting employees at a day rate or hourly rate for the work performed. Actual pay rates are tied to the labor qualifications of the position. As an employee of SAIC, you will be paid every two weeks.
You will also be eligible for a danger pay allowance in some parts of the world, as approved by the State Department. This will vary, depending on the country and location in question. As an employee, you will not have to file estimated tax statements with the IRS for income earned through SAIC. If you have worked as an independent consultant (using IRS form 1099) in the past, you will be paid promptly for the work you perform and will not have to file invoices to be paid.
Is there a vetting process to work on the GATA program?
Yes. If you are considered a candidate you must first undergo a rigorous SAIC vetting process, including but not limited to urinalysis testing, checks with former employers, and reference checks.
Positions in the GATA program are also considered "public trust" positions, and individuals will be required to complete the necessary paperwork and receive State Department approval. Public trust position paperwork is very similar to that required for award of a security clearance and may include a background investigation, among other elements.
When working at overseas locations, will I be operating remotely and under austere conditions?
You may expect to work under a wide range of conditions, depending on the location where training is conducted. While conditions may be austere, training is usually conducted in conjunction with the U.S. embassy in the partner nation at locations approved by the embassy.
Lodging is most often in hotels that are near the training area itself and approved by the U.S. embassy. In-country transportation is often provided to and from the training site. As an SAIC employee, you will be covered by SOS evacuation insurance should a medical issue arise, as well as Defense Base Act (DBA) insurance in those regions of the world where DBA applies.
