HSPD-12 mandates the use of a common identification credential for both logical and physical access to federally controlled facilities and information systems for federal employees and contractors. FIPS 201 is the standard and has two parts: Personal Identity Verification (PIV) I and PIV II. PIV I control objectives and security requirements began on October 27, 2005. Compliance with PIV II interoperability requirements and the standards for implementing identity credentials on integrated circuit cards is anticipated to be required by the end of 2006.
