Electronic Key Management
Electronic Key Management Systems (EKMS) is designed to provide an integrated, end-to-end Key Management and COMSEC material ordering, generation, distribution and accounting for the Department of Defense (DoD) and civilian agencies. The SAIC Key Management Programs Team has supported the National Security Agency (NSA), all DoD Tri-Services with the next generation of Key Management Infrastructure (KMI) and current EKMS Tier 1, Tier 2, and Tier 3 products, Key Management Plans, documentation, training, technical support, and sustainment for over 20 years.
SAIC initially designed and fielded the EKMS Tier 1 System and is under contract to the Army, CECOM to maintain this system. Tier 1 is the primary DoD distribution system for Key and COMSEC materials throughout the Tri-Services. SAIC currently provides sustainment and system upgrades for the EKMS Tier 1 System under contract to the US Army for all DoD. The Tier 1 System serves as the office-of-record, privilege manager, registration authority, and data repository for Army, Navy, Air Force, and other COMSEC accounts. Tier 1 provides interfaces with the NSA systems and the DoD Tier 2 and Tier 3 COMSEC accounts, local and remote Tier 1 operators, and personnel operating the Vaults, Depots, and Logistics Systems at the Services' vault and depot facilities.
SAIC has also developed and continues to provide sustainment and system upgrades for the EKMS Tier 2 and Tier 3 Systems. Our systems support products include the Data Management Device-Power Station (DMD-PS), the Common User Application Software (CUAS), and the Simple Key Loader (SKL). These products provide for a fully integrated mission planning, Key/COMSEC Material management and distribution, as well as the loading of electronic Key to the End-Cryptographic Units (ECU) at the lowest end-user level. These EKMS products have been developed under various contracts with all DoD services. SAIC currently provides sustainment and system upgrades for the EKMS Tier 2 and Tier 3 products under contract to all DoD services.
SAIC is currently participating in the development of the next generation of EKMS. This NSA sponsored initiative provides the next generation of EKMS at the Tier 0 level - the Key Management Infrastructure (KMI) CI-2 Program. Our role on this program is the development of the various nodes and other components of KMI. Additionally, the SAIC Key Management Team is supporting new DOD initiatives for the transition of KMI to ensure a smooth interface with the current EKMS Tier 2 and Tier 3 systems.
Our EKMS/KMI Team consists of over 90 seasoned EKMS professionals, who span the global spectrum of Key Management needs of the Warfighter. This Team is currently engaged in the analysis, design, development, test, and fielding of many EKMS-based Key Management solutions that support new DoD programs/platforms, such as the Advanced Extremely High Frequency (AEHF) Satellite, F-22 Raptor, Non-Line of Sight (NLOS) platforms, and the Joint Tactical Radio System (JTRS).
Additionally, SAIC is involved in the next generation of various Tier 2 and Tier 3 technologies to include future wireless and remote key loading solutions. Our efforts to support the operations of major future systems require innovative Key Management solutions based on the emergence of new hardware and software technologies. As a result of our long-term legacy experience and our ongoing work, SAIC is uniquely positioned to continue to provide system upgrades and innovative solutions for EKMS Tier 1, Tier 2 and Tier 3 users throughout the remaining lifetime of the EKMS, along with supporting the seamless transition of EKMS systems, products, and users to KMI CI-2.
