TollVision Toll Violation Enforcement System

Overview

SAIC's TollVision™ systems support non-stop toll revenue and violation enforcement by producing documented video evidence of vehicles and their license plates in combination with lane controller data. With over 800 tolling lanes in daily operation, SAIC is a leader in designing custom vehicle image capture and license plate reading systems for demanding high-speed tolling.

SAIC's TollVision systems are scalable for all toll system types with highly accurate image capture at speeds to over 100 MPH. SAIC designs both front and rear image capture systems using unique SAIC camera and illumination technology including a multiple image capture technique, automatic Region Of Interest generation, long-life, low-power LED visible and IR illumination and SAIC's proprietary Exact Exposure® technology to help optimize images captured by managing real-world lighting conditions.

SAIC's Exact Reader Optical Character Recognition (OCR) system is designed as an integral part of the image capture system. Available in real-time or for central processing, Exact Reader is customized for each client to maximize fast and accurate rendering of license plate images into actionable data while minimizing manual review.

Upgrade and Replacement Program
Beginning January 31, 2007, SAIC will no longer offer the TollVision Violation Enforcement System Controller (VESC). The older system will be replaced with the new image processing computer, the Exact License Plate Acquisition Computer (ELPAC). To ensure business continuity, SAIC will offer an upgrade and replacement program for the VESC Computer.

Applications

Our TollVision systems are installed throughout the United States, with one of our largest installations located in Illinois. This system includes over 800 lanes of license plate image capture, with an Optical Character Recognition (OCR) capability to automatically process over 20,000 violations in an eight-hour period.

Features

The TollVision system uses SAIC's unique Exact Exposure® camera technology to ensure accurate and reliable exposure of the license plate. The result is superior image quality that accommodates day-to-night and weather-related changes in ambient lighting. Exact Exposure self-adjusting camera technology is a radical improvement over other video enforcement camera systems as it samples light through the camera lens versus an overhead sensor.

SAIC's Exact Exposure camera technology captures multiples images of the vehicles' license plates. This ensures an accurate VES. More images provide multiple OCR reads of the same violation for a higher accuracy of automated processing. See photo.

SAIC's new series of Light Emitting Diode (LED) illuminators offer long-life (years) operation and great versatility in solving toll lane illumination performance requirements while using a fraction of the power of incandescent (quartz, halogen) lighting. The LED illuminators come in visible and infrared (IR) spectrum light and in on-retro and off-retro configurations.

Our OCR system utilizes industry-standard computers to digitize alpha and numeric characters from violation images of license plates. The system compares multiple images of the same violation to achieve high accuracy. SAIC's sophisticated "confidence level" technology indicates the accuracy of the license plate read. SAIC's Exact Exposure and OCR technologies support all toll-lane types, including manual toll type, electronic toll collection type (ETC), and open road tolling (ORT).
