Overview

California’s Department of Resources Recycling and Recovery (CalRecycle) is the state's leading authority on recycling, waste reduction, and product reuse. Officially known as the Department of Resources Recycling and Recovery, CalRecycle plays an important role in the stewardship of California's vast resources and promotes innovation in technology to encourage economic and environmental sustainability. Recognizing that smart sustainability programs can lead to new business opportunities, CalRecycle is continually taking a highly focused, proactive approach to recycling market expansion.

Since 2005, SAIC has worked with CalRecycle to develop and implement the Tire-Derived Product Business Assistance Program (TBAP), which is designed to build long-term business resiliency for waste tire processors and tire-derived product manufacturers while growing the market for scrap tires throughout California. SAIC’s work included coordinating a wide range of business assistance services, market analysis, program evaluation and strategy development, and facilitating new public-private relationships between state and/or industry and private-sector recycling firms. SAIC also conducted outreach aimed at raising awareness of the availability and potential benefits of using tire-derived products and education on how to increase sales in thriving new niches like green building construction. As a result, our efforts helped strengthen targeted market sectors in California and improve marketing, sales, efficiency, and information flow among
industry stakeholders.

As the program continues to mature, SAIC will continue to work with CalRecycle and its program participants to refine TBAP, maximizing its role in strengthening California tire recycling markets and increasing diversion rates.
