SAIC Manages Wastewater Improvements for the City of Waco

SAIC managed a wastewater improvement program for the city of Waco metropolitan area regional sewerage system.

Overview

Through a series of interlocal agreements, the central Texas cities of Bellmead, Hewitt, Lacey-Lakeview, Lorena, Robinson, Waco, and Woodway created a regional wastewater treatment system that is referred to as the Waco Metropolitan Area Regional Sewer System (WMARSS). WMARSS is embarking upon the WMARSS Expansion Program to increase wastewater collection and treatment capacity. The region was served by a single regional wastewater treatment plant.

As program manager, SAIC managed the wastewater improvements program for WMARSS, which included design and construction of more than 10 miles of a 24-inch and greater wastewater interceptor, new 1.5 million gallons per day (MGD) WWTP, and improvements to rerate an existing WWTP from 37.5 MGD to 45 MGD.

SAIC developed the request for qualifications for design engineer selection, reviewed qualification packages for completeness, reviewed the preliminary engineering reports and applicable project criteria, and provided a memorandum summarizing comments and recommendations on all design milestone submittals.

The SAIC team also performed the bid phase procurement for the four construction projects and provided the construction management and resident project representative oversight. SAIC provided document control capacity for the WMARSS program through SharePoint™.
