SAIC serves as the first-ever third-party Public Benefits Fund Administrator (PBFA) of Hawaii Energy, the ratepayer-funded energy conservation and efficiency program for Hawaii, Honolulu, and Maui counties. Under the direction of the Hawaii Public Utilities Commission, the program’s core mission is to educate, motivate, and incentivize residents and businesses to adopt energy conservation behaviors and efficiency measures. The program plays an important role in helping to achieve Hawaii’s goal of reducing total electricity usage by 30 percent or 4.3 billion kilowatt hour (kWh) by 2030, as part of the Hawaii Clean Energy Initiative.

In 2009, SAIC assumed administration of the program, which was previously operated by the utility, Hawaiian Electric Company and its subsidiaries. As the PBFA, SAIC develops and administers the program, including program design and implementation, commercial and industrial incentives, residential rebates, and new training and education initiatives. In addition, SAIC collaborates with key trade, government, and non-profit allies, as well as clean-energy policy working groups.
Under SAIC’s administration, the program is designed with the goal of achieving the best energy savings per dollars spent and the best return of ratepayer fees back to the ratepayers of any previous conservation and efficiency program in the state.
