Overview

Kodiak Electric Association (KEA) operates an isolated electric system that contains hydroelectric, diesel and wind generation, as well as transmission and distribution infrastructure. Over the years, KEA’s power system has evolved, becoming more complex, more sensitive, and operating closer to its limits. After experiencing several relay miscoordinations on its system, KEA hired SAIC to perform a study of the protective relay coordination for its generation, transmission, and distribution systems.

With decades of work in isolated electric systems, SAIC’s experts expedited relay protection improvements needed to address customer outages. We analyzed the existing protective equipment through modeling, reviewed fault records, and evaluated the equipment’s effectiveness, ratings, locations, and settings.

The study described the recommended protection philosophy and identified the basis for setting and sizing protective devices to implement this philosophy. SAIC recommended the replacement of key devices as well as changes to the settings of many other devices in order to implement the findings of the study. The recommendations were implemented on a fast track to meet the vital need for improved protection against aging infrastructure.
