Engineering Services for Puget Sound Energy’s Capital Improvement Program

SAIC supplements Puget Sound Energy’s engineering resources through use of dedicated project teams and co-located staff augmentation to help execute a multi-year capital improvement program.


Overview

Puget Sound Energy (PSE), the oldest and largest energy utility in Washington state, hired SAIC to work as an extension of PSE’s electrical and natural gas engineering staff to help implement its multi-year capital improvement program. Our work and familiarity with many of the various departments of PSE has given us the ability to more quickly provide PSE with complete and coordinated designs.

Since 2004, SAIC has helped PSE increase power transfer capabilities, completing design work to upgrade more than 150 miles of transmission lines. Our experts have developed standardized designs, implemented supervisory control and data acquisition (SCADA) installations for more than 50 existing substations, and designed the replacement of older-generation protection and control systems with the latest technology, such as intelligent electronic devices (IEDs), in more than 25 substations. SAIC has also provided specialized structural and seismic stability analysis to support design and construction of gas-insulated substations (GIS).

SAIC has successfully completed more than 50 natural gas facility design projects, including high-pressure pipelines, pressure regulating facilities, and odorant injection facility upgrades. Projects have focused on growth, system reliability, replacement of aging infrastructure, and are driven in response to regional public improvements.

SAIC has co-located project managers and staff in PSE’s office(s) to assist in project delivery and to promote continual interaction to maintain progress, expedite decision-making, and avoid delayed communications. To support PSE in their desire to utilize alternative project delivery approaches, SAIC facilitated work sessions with planning, engineering, construction and operations to develop design-build procurement documents for some high-voltage transmission line projects.
