Pavement Management Systems

SAIC provides pavement management to develop a systematic method for rating, forecasting, and budgeting pavement needs for roadway systems.

Managing Pavement Networks

SAIC’s management of pavement networks allow municipalities, cities, and counties to set triggers for treatment for city streets, state highways, and county roads. An effective pavement management system provides a systematic planning tool at the network and project levels. The network level approach provides the owner a means to evaluate the entire system and forecast future needs based on the deterioration of the assets.

We can assist the owner in developing deterioration models and in developing maintenance strategies to enable the roadway system to operate at a desirable Pavement Condition Index (PCI).

Pavement Services

SAIC's pavement management process includes:

  • Windshield survey of roadway segments
  • Photographs of distressed areas
  • Building distress databases
  • PCI calculations
  • Using Geographic Information Systems (GIS) coordinates for location and identification of the system
  • Determining a network condition index
  • Determining the extent of cost and repair
  • Building models based on annual inspections used to predict when rehabilitation will be needed
  • Analyzing life-cycle costs of given segments and pavement types
