Bob Ritchie is Senior Vice President and Chief Technology Officer (CTO) of SAIC, where he leads the company’s technical strategy, governance, and integration of enterprise roadmaps to drive customer mission success. In this role, he ensures SAIC applies the full breadth of its technical expertise,
innovation, and partner ecosystem to solve government customers’ most complex challenges while delivering reliable and measurable outcomes across current programs and new business pursuits.
As CTO, Ritchie oversees key enterprise investments that accelerate innovation and operational excellence, including SAIC’s Mission Labs. This secure, accessible environment enables SAIC teams to rapidly experiment, prototype, test, and demonstrate mission-ready solutions for customers — combining SAIC intellectual property with best-in-class partner technologies. Mission Labs strengthens SAIC’s ability to win and deliver by transitioning secure-by-design capabilities seamlessly into government environments when technically ready.
A strong advocate for workforce development and continuous learning, Ritchie has championed enterprise-wide technical learning journeys to ensure SAIC employees have the skills and certifications needed to support customers today and in the future. His efforts span critical mission areas of artificial intelligence, cybersecurity, cloud computing, and nextgeneration networking. He also led the establishment of an enterprise taxonomy and knowledge management system rooted in customer mission needs – enabling faster, more accurate tailoring of solutions.
Ritchie has been instrumental in elevating SAIC’s reputation as a leader in secure multi-cloud, including the delivery of two of the federal government’s largest cloud environments: Air Force Cloud One and Department of Treasury Cloud. As technology lead for the Air Force Advanced Battle Management System Cloud-Based Command and Control, he advanced zero trust and data-centric security approaches, enabling continual deployment of new mission capabilities and helping air defense organizations make critical decisions up to 85% faster.
Ritchie joined SAIC in 2005 as a software engineering intern and previously led the company’s software practice, driving secure cloud adoption, DevSecOps, cloud-native solutions, and continuous modernization for DoW customers. He was named WashingtonExec’s CTO of the Year in 2025 and holds a Bachelor of Science in Computer Engineering from Virginia Polytechnic Institute and State University.
