Reconciling Humans, AI and Autonomy

In the evolving battlespace of national security and defense, the convergence of human decision-making, machine autonomy and advanced automation presents a paradox. On one side is Hick’s Law (the more options available, the slower humans decide) and the “paradox of choice” that causes decision fatigue and sometimes paralysis. These conflict with our hesitancy to embrace AI, autonomous agents and human-machine/machine-machine teams that thrive on probabilistic decision-making across vast and previously segregated data sets. Reconciling these factors and creating an enterprise to harness the power of decision superiority is a pressing challenge.

Current State (Challenge)

Human cognitive-load in the loop: Traditional command and control, doctrine and requirements require that humans assess options, decide, and then act/direct action. But as the volume of actionable options (sensors, platforms, effectors, information sharing, policy interpretation, context) grows, human decision latency increases consistent with Hick’s Law.

  • Illusion of determinism: Many legacy systems assume that with the right inputs, humans will make the “correct” decision. That frame treats human decision-making as deterministic based on doctrine, training, and experience. In reality, modern warfare and national-security operations are innately probabilistic when you factor in varying levels of expertise, incomplete information, real-time adaptation, and the responsibility and accountability associated with free will.
  • Machine-machine and human-machine teaming: We now have systems, agents and platforms that can act with humans or among themselves based on observed data streams. They don’t require humans to enumerate every choice; rather, they reconcile current state toward a desired state based on objectives expressed in natural language (e.g., doctrine, policy guides, rules of engagement, etc.).
  • Telemetry, observability and lifecycle maturity: A crucial underpin is the ability to observe current state (via multi-domain/multi-intelligence data fabric) and convert data into info, info into knowledge, knowledge into insight — and then the hardest part — manage stakeholders and participants in and on the decision loop. Without that, neither human nor machine teams can execute effectively.

Future State

  • Desired-state orchestration: Consider Kubernetes as a metaphor: Multiple operators autonomously manage resources; a privileged identity declares a “desired state” (e.g., “I want three instances of service X running”) and a reconciliation loop looks at current state (via telemetry/observability) and triggers operators to act (shift state or error out).
    • Current State: Telemetry/Observability
    • Desired State: Declaration / Intent
    • Operator: Autonomous agents acting to reconcile
  • Applied to national security: Rather than human operators enumerating every tactical decision and action imperatively, declare intent (e.g., “maintain control of sector Alpha + deny adversary ISR breaches”), and enable/empower autonomous or semi-autonomous agents (platforms, cyber defenses, logistic nodes) to reconcile the current state toward desired state in much the same way. Just like in the case of Kubernetes resource management, the human on the loop maintains the ability to override/interrupt any discrete action, observe in real-time automated behaviors, and step back “into the loop” as required.
  • Reduced human choice burden: By moving from “pick A, B or C” to “here’s intent; you act to maintain/achieve it,” we reduce human latency and the consequence of choice overload (Hick’s Law) while preserving situational oversight.
  • Probabilistic human-machine teaming: Human decision-makers shift from choosing between dozens of options to overseeing the orchestration, interpreting outcomes, and intervening for strategic or ethical judgment rather than tactical enumeration and imperative scripting.

How to Get There

  1. Establish a data-centric architecture
    1. Integrate across platforms and domains to feed a unified data fabric that is resilient, efficient, extensible and secure.
  2. Define declarative intent and desired-state abstractions
    1. Train stakeholders on the language of “desired state” versus “imperative action.”
      Map abstraction of mission into machine-processable intent.
  3. Deploy autonomous operators/agents with guardrails
    1. Field agents (software or hardware) that can act within defined constraints (performance, ethics, rules of engagement).
      Establish reconciliation loops: Assess current versus desired state; if gaps appear, trigger operators or escalate to human decision-maker.
  4. Reshape human role: from enumerator of choices to overseer of outcomes
    1. Use models (expert systems) and AI suggestions to pre-filter or weight options, thus reducing the set a human must choose among.
  5. Re-frame budget/organization like a war-time model
    1. The dissolution of JCIDS (Joint Capabilities Integration and Development System)/legacy stovepipes in DoD signals a new era of agility. Industry and government contractors should mirror that: budgets aligned to capabilities (e.g., mission integration, autonomous teaming) not fixed platforms.
    2. Shift from “procure systems” to “declare mission outcomes,” and fund persistent platforms that self-adapt.
    3. Align commercial-industry practices (continuous integration/continuous delivery, observability, infrastructure as code) to defense operations; treat workload as service, declare desired state, let the system reconcile.

Summary

The intersection of Hick’s Law, the paradox of choice, human-machine teaming, and probabilistic decision-making frames the future of national-security operations. By shifting from burdening humans with enumerating choices to orchestrating intent, deploying autonomous agents, and leveraging reconciliation loops (inspired by Kubernetes), we accelerate decision-cycles, reduce cognitive load, and increase adaptability in a contested environment. The practical imperative is clear: Build the data-centricity, define the intent, deploy the agents, reshape human role, and evolve the acquisition model. For government decision-makers, the strategic question isn’t just what we acquire, but how we declare mission intent and let the system act — and how we lead in that transformation.
